German grid sabotage and arson put war/sabotage wording on the renewal table

In one week Germany saw two electricity-substation sabotage attempts plus suspected arson at a Munich defence-tech site, on top of January’s Lichterfelde cable-bridge arson that blacked out ~45,000 households. Hybrid/proxy attacks sit in the gray zone between covered sabotage and war exclusions—European energy and infrastructure programs need explicit war/sabotage definitions, accumulation checks on German assets, and political-risk conversation before the next renewal.
