Enbridge says nearby roadwork caused the release on an East Tennessee Natural Gas line in Overton County, which flipped a bulldozer, triggered a 1.5-mile evacuation and closed a school; there was no fire, and 21 people were checked with only minor injuries. Third-party excavation is still the biggest single cause of pipeline accidents, so damage-prevention programs, line marking and right-of-way patrols deserve as much attention as inspection data.
